Bahia Bay Community Association, Inc  General Meeting Minutes

Opening Remarks

The meeting was called to order and Motion second. It commenced at 10:00 AM with opening remarks from the President of the HOA, who welcomed all attendees and outlined the agenda for the day. Approximately 55 to70 neighbors attended (some came and went) during the 2-hour meeting, that closed at approximately 12pm

  • Rachel Noreika- Secretary (Absent)
  • Lisa Garness – Member At Large (Absent)

Order and resolution of each business item( was in this order) as follows:

Pier Improvemenmts-Open Discussion and Vote: Pier Improvements were discussed extensively by Shannon McKenzie (Chair for Access Lot) and our members/neighbors. The Bids that were presented had options that ranged in price from 16K to 25K. Ex: Install Wear Deck vs Marine Grade Treated Lumber, or a combination of both. Does the neighborhood want to do just the flooring or do both the flooring and handrails at the same time?  Also permits may need to be secured, which could be another $2500.00 added to the cost. The Access Lot Committee Chair, Shannon, shared that the Access Lot Committee (as to date) was unable to secure enough volunteers and someone to head-up and complete the work for the pier improvements.  Discussion was closed and a motion to vote and a member second the motion. As a reminder, 2/3rds in attendance is needed to pass the Vote, This was obtained. Approximate 57 homeowners – 1 Vote per home/Lot) voted “YES” to spend (+/-) $25,000 from the General Fund to upgrade and repair Access Lot Stationary Pier. This includes the handrails and flooring with wear deck and horizontal posts to be marine grade treated lumber. The current Board will award the work to A CONTRACTOR BY THE END OF THE CURRENT BOARDS TERM. The work will commence in June of 2025.

A New Homeowners Board for the Bahia Bay Community Assc, Inc was discussed. Each member was voted-in individually with each having a 2nd motion for approval.  All in attendance voted unanimously. This HOA Board  will serve a two year term ending May 31st, 2027

Next Order of Business

Treasurer. Susie Devall gave report on the current Budget for Actual Spent for 2024-2025.  Susie reviewed the dues collected, total balance of General Fund, Legal Fund, Left over Assessment Fund through April 30th, 2025 . Paper copies were distributed and available to the members for review and discussion. New Budget for 2025 2026 was reviewed and discussed. The Proposed Budget for 2025-2026 was voted on and 2nd. It was Passed by All members in attendance.

KEY DISTRIBUTION AND ANNUAL DUES COLLECTED AFTER BUDGET WAS APPROVED

This Meeting moved to New and Old Business Discussion which was open to members of the community of Bahia Bay, as the keys and annual dues were collected by the Treasurer and Vice-President Kate Detwiler: Topics of discussion were as follows:

1. Increasing  or decreasing Annual Dues, also increasing annual Due to “Rental Properties”

2. The need to install electricity to our waterfront park (access lot), Previous Board has already approved.

3. Installing a Kayak Rack

4. Sign-up Sheets for The Access Lot, Beautification, Social and Housing Committee. Our Social Chair, Melissa Lungarina placed Scan Bar Codes to sign up sheets and choose volunteer options.

5. Steve Guittar and Melissa have agreed to remain the Chairperson of their past committee of 2024-2025.  Beautification and Access Lot  Committee Chairs have resigned.

Completed items 2023-2024-:  floating Pier replaced with Wear Deck, new access lot Stairs installed.
